This database is part of the GPO Access site and includes the previous days Federal Register. The database includes all of the Federal Register since 1995 and volume 60, including the following sections; Contents and Preliminary Pages, Final Rules and Regulations, Proposed Rules, Notices, Presidential Documents, Sunshine Act Meetings, Reader Aids, and Corrections. UNIFIED AGENDA
The agendas for each issuing agency are published in the table of contents of each Federal Register issue under the Proposed Rule section. Each agenda begins with a preamble and a table summarizing the regulatory actions, followed by descriptions (abstracts) of each action. Also known as the Semi-Annual Regulatory Agenda, this title summarizes anticipated regulatory actions by Federal agencies. The records are published as ASCII text and Adobe Acrobat portable document format(PDF)files. The database is updated semi-annually when the Unified Agenda is published in the Federal Register, usually in April and October. Information from the Unified Agenda can be retrieved using words or phrases from the full text or the title.

The Regulatory Information Service Center was created in June 1981. The Center undertakes projects that will facilitate development of and access to information about Federal regulatory and deregulatory activities. It accomplishes this by gathering and publishing information on Federal regulations and their effects on society. The Center provides this information to the President, Congress, agency officials, and the general public to help them better understand and manage the regulatory process. The Center's principal publication is the Unified Agenda, which is normally published each year in April and October. The Regulatory Plan, which is published as part of the October edition of the Agenda, identifies regulatory priorities and contains additional detail about the most important significant regulatory actions that agencies expect to take in the coming year. The Unified Agenda summarizes the rules and proposed rules each agency expects to issue during the following six months. The site provides for searching of the Unified Agenda as a whole, browsing of the table of contents by departments, or searching of the subject index.

The Code of Federal Regulations (CFR) is a codification of the general and permanent rules published in the Federal Register by the Executive departments and agencies of the Federal Government. The purpose of the CFR online is to provide the public with enhanced access to Government information. The CFR is divided into 50 titles which represent broad areas subject to Federal regulation. Each title is divided into chapters which usually bear the name of the issuing agency. Each chapter is further subdivided into parts covering specific regulatory areas. Large parts may be subdivided into subparts. All parts are organized in sections, and most citations to the CFR will be provided at the section level. Each volume of the CFR is revised once each calendar year and issued on a quarterly basis. CFR volumes are added to the online service concurrent with the release of the paper editions. When revised CFR volumes are added, the prior editions will remain on GPO Access as a historical set.Search the Books Available Online by Keywords

The Texas Administrative Code (TAC) is a 16 volume compilation of all adopted rules that are in effect in the State of Texas. Each volume is called a Title. Each Title contains a group of state agencies that have jurisdiction over similar areas. Within each title, each agency has a designated part number and chapter numbers unique to that Title. The part number and chapter numbers for each agency are designated by the Secretary of State. At the chapter level, each agency has the ability to group rules into subchapters and undesignated head levels. The rule is the lowest level in the rule hierarchy, falling under the subchapter or undesignated head. To cite a specific rule, the TAC citation would be 1 TAC § 91.1. This citation indicates that this rule is in Title 1, Chapter 91 and is the first rule in this chapter.

DECISIONS OF FEDERAL ADMINISTRATIVE AGENCIES
Agencies engage in "order making" as well as "rule making." These agencies adjudicate. A number of federal agencies exercise quasi-judicial power in determining cases and questions arising under their statutory and regulatory powers. More than two dozen federal agencies, such as the regulatory commissions, publish official reports of their administrative decisions, reports, letter rulings, orders, and advsory opinions. Tribunals within the agencies adjudicate disputes resulting from the construction of statutes or regulations. Boards of review, hearings examiners, or administrative law judges interpret and enforece administrative rulings and decisions. These rulings and decisions are also subject to review and appeal by the courts. These orders establish policies and set precedents which commonly have the impact of law. These agency adjudications are published in official GPO documents. These government publications are accessible through the depository libraries, such as Agriculture Decisions or the Rulings series of the Social Security Administration. Some are printed in both the official government editions as well as through looseleaf services and topical law reporters such as; Environment Law Reporter, Standard Federal Tax Reporter, or Labor Relations Reporter. A large number of agency decisions are available online on the online databases, WESTLAW and LEXIS or Many agencies have also made their administrative opinions or rulings available on the Internet at their sites.

The General Accounting Office is the investigative arm of Congress charged with examing matters relating to public funds and performing audits or evaluations of governmnet programs. The head of the General Accounting Office makes decisions in the area of appropriations, bid protests, civilian and military personnel pay, household goods and freight loss, and transportation rates. Rulings are published under the authority of the Commissioner of Social Security and makes available to the public a series of precedential decisions relating to Federal old-age, survivors, disability, supplemental security income, and black lung benefits programs. There are two types of Rulings: Social Security Rulings and Acquiescence Rulings. Social Security Rulings may be based on case decisions made at all administrative levels of adjudication, Federal court decisions, Commissioner's decisions, opinions of the Office of the General Counsel, and other policy interpretations of the law and regulations. Social Security Rulings are first published in the Federal Register. Social Security Rulings are effective upon publication, and the effective date is shown on the first page of each Ruling Acquiescence Rulings explain how SSA will apply decisions of the United States Courts of Appeals that are at variance with SSA's national policies in adjudicating claims under title II and title XVI of the Social Security Act and Part B of the Black Lung Benefits Act. SSA will apply Courts of Appeals holdings as explained in these Acquiescence Rulings to other cases in the same circuit where the issues involved are basically the same.
