PRESIDENTIAL DOCUMENTS
In addition to veto power over legislation passed by Congress, the office of the President has lawmaking authority that is exercised by the issuance and publication of a number of types of documents that have legal effect. Presidential documents include:
Executive orders issued to government officials.
Proclamations or announcements of policy to the nation and may include announcements of ceremonial occasions or deal with trade policy or tariff issues.
Administrative orders, memoranda, notices, letters, and presidential determinations.
Presidential reorganization plans to reform, abolish, or transfer agency functions.
Presidential messages or communications to Congress to propose new legislation, explain vetoes, transmit reports, convey information about national affairs, and during signing of legislation.
Executive agreements made between other countries.
Executive orders, proclamations, administrative orders, and reorganization plans are published in the Federal Register and codified in Title 3 of the Code of Federal Regulations and are searchable on the Internet. These documents have no legal authority or effect until they have appeared in the Register. Proclamations and executive orders, as well as some of the other presidential documents are available on both LEXIS and WESTLAW. The office of the President has an active Internet presence where all Presidential documents are mounted on the White House page. These documents are also available at a number of other Internet sites.

This section of the Federal Register contains documents signed by the President and submitted to the Office of the Federal Register for publication. Presidential documents include proclamations and Executive orders as well as other documents such as determinations, letters, memorandums, and reorganization plans.

The online edition of the Weekly Compilation of Presidential Documents is currently under development as a pilot project jointly authorized by the publisher, the National Archives and Records Administration's Office of the Federal Register (OFR) and the Government Printing Office (GPO). Its purpose is to provide the public with enhanced access to Presidential documents. The OFR publishes the Weekly Compilation of Presidential Documents every Monday. The publication contains statements, messages, and other Presidential materials released by the White House during the preceding week. The online edition accessible through GPO Access contains data from the January 9, 1995 issue to the present. The Weekly Compilation serves not only as a source for the full text of first person Presidential documents, but also rounds out the picture of Presidential activities with a Digest of Other White House Announcements, Listing of Nominations Submitted to the Senate, Checklist of Other White House Press Releases, and Acts Approved by the President. The Weekly Compilation of Presidential Documents is published every Monday by the Office of the Federal Register, National Archives and Records Administration and contains statements, messages, and other Presidential materials released by the White House during the preceding week.

The Economic Report of the President is transmitted to Congress no later than ten days after the submission of the budget. The Report includes; 1) current and foreseeable trends and annual numerical goals concerning topics such as employment, unemployment, production, real income and Federal budget outlays 2) employment objectives for significant groups of the labor force 3) annual numeric goals and 4) a program for carrying out program objectives. TREATIES - UNITED STATES AND INTERNATIONAL
Treaties are formal agreements between countries. In the United States, treaties have the same legal effect as statutes. The Constitution gives the executive branch the power to arrange treaties, but treaties must be submitted to the Senate for ratification. Executive agreements may also be made with other countries. Legally and bibliographically executive agreements are similar to treaties. The major difference between treaties and agreements is that agreements do not require Senate ratification.

This is a cumulative annual index of treaties to which the United States is a party. Bilateral treaties are arranged by country and multilateral by subject. This annual publication lists treaties and agreements currently in effect to which the United States is a party. TIF provides access to bilateral treaties by country and, within country, by broad subject; access to multilateral treaties is only by broad subject. Citations are provided so that researchers may locate the text of the treaty. Later modifying agreements are given with each original reference. Most references are to United States Treaties and Treaties and Other International Acts Series
